These days, it is easy to find a web designer who purchases a template from either an online site which sells it or seeks the template from another source.
Caution! When you experience this, you are paying WAY too much for your website to be created. Most efficient and, what we call, legitimate web designers actually design the sites they provide from scratch. Think of it as purchasing premade cookie dough from a well known company P-bury. You have a choice, you can buy that product, or you can make the cookie dough from scratch.
So! How can you tell if it's a template or not? If you know how to decipher HTML, look through and it will identify that the HTML is a template. If it is, then you know that the web designer who you have selected is not creating a "true" website, but rather using one that already has been created, and modifying it slightly so that your information and content is swapped in, and the place holding information that sometimes comes with a template is erased (or swapped out).
If you can't decipher HTML, then find someone who might be able to help you read the source of the website. You might start with the file named, "index.htm" or "index.html."
